Proposed groomer shed Letter to Nopiming Snomads Membership

Dear Nopiming Sno-mads,

 

We hope that you and your family members are staying safe and healthy during these uncertain times.   We recognize that talking about snowmobile club related issues at this time may seem unimportant compared to what’s going on in the world right now, but we wanted to bring you up to date with our latest groomer shed plans.  Hopefully this gives you a sense that things will someday become more normal than our current situation.

As many of you already know, we have been working on improving the groomer yard across from the lodge by bringing in grade fill and levelling off the area.  This paid dividends last season as it is much easier to manoeuver and park the 2 BR’s in the yard, especially with the drag attached.

In January, we applied for a Manitoba Sustainable Development grant in the hopes of getting 50% funding for the groomer building with an estimated cost of $130,000.  We have not heard back on the grant as we are assuming that like everything else these days, the timing of the grant approval is being delayed.

In the meantime, we have gone ahead and developed building plans (see attached) for Conservation and Climate, and the Office of the Fire Commissioner (OFC).  In addition, we have developed much more detailed estimated costs including a phased in approach should we be unsuccessful with the grant.  The executive agrees that our number one capital priority is a groomer shed.  This is based on several factors:

 

  • A building is required to keep equipment and tools safe and secure.  The BR’s need to be kept out of the elements in the summer to help prevent corrosion and damage from UV light.  Starting the BR’s in cold weather is very hard on the diesel engine and the hydrostatic system.  It would make no sense to buy a newer groomer just to have it sit outside all year.

 

  • Maintenance and repairs are very difficult if not impossible in the winter.  A groomer shed would provide a climate controlled area with an even surface to perform required maintenance and repairs.  Anyone that has worked on the BR’s in the cold or under a propane heated tarp knows just how unpleasant it can be.

 

 

  • The extensive work done last year on the BR’s gives us a high degree of confidence that we can keep both of these machines running until we have saved enough money to purchase a newer piece of equipment.  Most likely a minimum of 5 years before we can consider purchasing a newer groomer.

 

  • Having two reliable and well maintained groomers in a climate controlled building should allow us to continue grooming a high percentage of our allowable paid kilometers, which will in turn, help us fund newer equipment in the future.  This past year, we obtained 85% of our allowed kilometers, which is our best year on record, thanks in no small part to our maintenance and groomer teams.

 

As per the Nopiming Sno-mads consititution, “Expenditures of over $7500 must be approved by the executive. Reasonable notice will be given to the membership to vote where 60% of the votes received from members in good standing are in approval.  All votes must be received by the deadline specified.”

The executive is asking for membership approval to spend up to $130,000 on a new groomer building.  The building costs include final grading, foundation, drainage system, holding tank, plumbing, building structure, doors, windows, electrical, heating system, insulation, and bathroom facilities. 

If we are successful with the grant, then our portion of the building cost will be $65,000.  If we are not successful, then we plan to build in phases over multiple years as capital money permits.  At no time, we will allow our annual operating fund to go below $35,000 at the start of the groomer season (November 30th), and at no time do we intend to borrow money for the building or operating funds.

The most likely scenario for 2020 if we are unsuccessful with the grant is that we would spend approx. $75,000 to complete final grading, foundation, drainage system, holding tank, rough in plumbing, building structure, and rough in electrical.  If the Snoman payout for groomed kilometers in 2020 meets or exceeds our budgeted amount, we could spend an additional $20,000 in 2020 to insulate the building, and complete electrical and heating system.
